Promote an integrated array of care, treatment, services and support for vulnerable children youth and families that demonstrates measurable positive outcomes while being provided in the most cost effective manner possible.
Establish quality service standards
Develop the overall service delivery system by identifying gaps and proposing initiatives to fill those gaps
Establish regular on-going communication between public agencies and private organizations
Build consensus and collaboration among OCA member organizations that fosters the leveraging of resources

Economic Health –
Promote contracting practices that focus on outcomes
Family-based services -
Programs and service areas focused on providing in-home and community based, child-focused, family-centered services; including but not limited to family preservation services and Wraparound.
Foster Family Agencies -
Foster family agencies and related programs and services.
Mental Health -
Clinic- and community-based mental health services for children and youth.
Residential Care -
Group homes/Short Term Residential Treatment Centers, CTFs, and other residential programs for children and youth.
Transitional services for foster youth -
Services and support for youth transitioning out of the foster care system; including but not limited to transitional housing, THPP, THP-Plus and THP-FC.
Programs and service areas focused on adoption of children with special needs, adoption of children from the public systems, and associated pre- and post-adoption services.
Juvenile Justice -
Programs and services focused on youth in the juvenile justice system.
The Orange County Alliance for Children and Families (OCA) is a member association devoted to the furthering of efficient, effective services to those we serve. We collaborate for the common good, we contract with Orange County government agencies, and we raise funds to cover the costs of services that are not available through contract funding.
