The Orange County Alliance for Children and Families (OCA) is a member association devoted to the furthering of efficient, effective services to those we serve.  We collaborate for the common good, we contract with Orange County government agencies, and we raise funds to cover the costs of services that are not available through contract funding.

Scott McGuirk
President
CEO of South Coast Community Services

Scott has led South Coast Community Services® (“SCCS”) as its CEO since April of 2006. During his tenure the SCCS Team has increased the number of clients served, improved the satisfaction of clients being served, and has added new innovative programs.  Among the SCCS innovations is the organization's ability to have most of its 500-member workforce be able to work from their homes or SCCS offices and provide services "virtually" to clients in distant locations.  Scott has been with the OCA since its inception. Scott is a past Board Member of the California Council of Community Behavioral Health Agencies (CBHA), a member of the Mental Health Steering Committee of the California Alliance for Children & Families, the Treasurer and Board Member of California Access Coalition (CAC), and he is a member of the Association of Community Based Organizations (ACBO) in the County of San Bernardino.

Lori Pack

CEO of Child Guidance Center

Lori, a licensed clinical social worker, was appointed Chief Executive Officer of Child Guidance Center (CGC) in February 2009, and worked as a therapist, supervisor, university liaison, and clinical director for the organization since 1988. She has a track record of establishing strong professional partnerships and introducing innovative ideas, including Parent-Child Interaction Therapy, and the Strong Families, Strong Children Program for veteran and military families and their children. Lori earned her bachelor’s degree from the University of California, Berkeley, and her master’s degree in Social Work from Columbia University, New York. She studied at the Institute for Bilingual Studies in Cuernavaca, Mexico and is bilingual-Spanish. Lori was born in Long Beach, resides in Huntington Beach, California and is the proud mother of her two sons, Evan and Brent.

Chris Simonsen

CEO of Orangewood

Chris started his career in various finance roles, most recently as the CFO at the Auto Club. He joined Orangewood Foundation in 2007 as the CFO and was promoted to CEO in 2014.  About the Foundation’s mission, he says, “I love the fact that Orangewood will do whatever it takes to support a youth to make positive steps to improve their life.” He continues, “I love seeing a smile on a youth’s face after one of their successes, no matter how large or small it might be. Every day is different.” Chris has four grown children. He loves the LA Kings hockey team and traveling, setting a goal to make one international trip per year. He is passionate about music and has seen his favorite band, Metallica, in concert over 20 times.

CEO of Western Youth Services

Lorry Leigh Belhumeur, Ph.D is the CEO of Western Youth Services, a non-profit organization based in Orange County, CA whose mission is to advance awareness, cultivate success and strengthen communities through integrated mental health services for children and their families.

A strong presence in Orange County for more than 40 years, Western Youth Services has become the hub of mental health care and wellness solutions for children in the community. With the creation of its unique One Door™ model, any client can enter the door of any WYS location and receive a comprehensive assessment and the individualized treatment plan that is based on identifying the root cause of the issue, decreasing risk factors and increasing protective factors to ensure that kids and their families receive the care they need.

Donald Veleur

CEO of Olive Crest

Donald Verleur has been the Chief Executive Officer of Olive Crest since 1996, overseeing all aspects of the organization's operations, programs, and services. Mr. Verleur gained practical experience and insight by participating in many areas at Olive Crest over the past 30 years, from working as a childcare worker to his present position as CEO. Mr. Verleur received his undergraduate degree in Psychology from the University of California Irvine, and he received his Masters of Business Administration from Chapman University.
